Ο Θεόδωρος Πελαγίδης είναι από το 2004 καθηγητής οικονομικής ανάλυσης στο Πανεπιστήμιο Πειραιώς. Από το 2012 έως 19/9/2020 διετέλεσε NR Senior Fellow στο Brookings Institution USA. Έχει σπουδάσει οικονομικά στα Πανεπιστήμια Θεσσαλονίκης (πτυχίο, 1987 με υποτροφία ΙΚΥ), Sussex (M.Phil.,1989), Paris (Doctorat, 1993 με υποτροφία SPES των Ευρωπαϊκών Κοινοτήτων) & Harvard CES (Post-Doc, 1993 & 1995 με υποτροφία ΝΑΤΟ). Έχει διατελέσει Fulbright scholar στο Columbia University (2008) & NBG fellow στο HO, LSE (2010). Έχει επίσης εργασθεί ως expert στο Internal Evaluation Office του IMF (2015) σχετικά με την αξιολόγηση του ελληνικού προγράμματος διάσωσης και στην EC το 2018 (Horizon 2020). Από το Σεπτέμβριο του 2020 είναι Υποδιοικητής της Τράπεζας της Ελλάδος με αρμοδιότητες την εφαρμογή της νομισματικής πολιτικής, τις διεθνείς αγορές κεφαλαίου, τα συστήματα πληρωμών και διακανονισμού, την εξυγίανση τραπεζών, κ.λπ. Είναι επίσης Πρόεδρος της Επενδυτικής Επιτροπής, της Επιτροπής Διαχείρισης Κινδύνων και της Επιτροπής Περιβαλλοντικής Πολιτικής της Τράπεζας.

Έχει τουλάχιστον 70 δημοσιεύσεις σε διεθνείς επιστημονικές επιθεωρήσεις με κριτές μεταξύ των οποίων: International Review of Law and Economics, Journal of Economic Studies, The Journal of Economic Policy Reform, The Journal of Policy Modelling, Cambridge Journal of Economics, European Journal of Law and Economics, Managerial and Decision Economics, Economists’ Voice, The Cato Journal, Review of International Studies, Journal of Post-Keynesian Economics, Asian Journal of Shipping and Logistics, etc.

Τα ερευνητικά του ενδιαφέροντα εδράζονται στις περιοχές των Οικονομικών της Νομισματικής Ενοποίησης, της Διεθνούς & Ευρωπαϊκής Νομισματικής και Οικονομικής Ολοκλήρωσης, της Θετικής Πολιτικής Οικονομίας και των Ναυτιλιακών Οικονομικών.

Στην Ελλάδα έχει συγγράψει 17 μονογραφίες μεταξύ των οποίων, Η Προσοδοθηρία και οι Μεταρρυθμίσεις στην Ελληνική Οικονομία (2006), Η Στιγμή της Στροφής και ο Προοδευτικός Πραγματισμός στην Ελληνική Οικονομία (2010), Κατανοώντας την Κρίση στην Ελληνική Οικονομία (2013), Μέση Γη.
